ANSWER: The population of Nova Scotia is about a million. Say at least a quarter of the population are churchgoers, and the typical congregation has no more than two hundred people. Then we have somewhere over 1000 members of the clergy in the province. (Similar estimates show that 10,000 would be an overestimate.)
As a car is near-essential for pastoral work, we can assume that at least a thousand plates have been issued to members of the clergy; as one plate in a thousand does end in "666", it is likely (but not near-certain) that such an event has occurred. On the other hand, we would not expect it to have happened (say) ten times.
